Maddy Langan

Maddy Langan served as an associate child welfare specialist at ICF International, where she partnered with state and local child welfare agencies to implement, evaluate, and strengthen policies and programs that improve outcomes for children and families. She supported complex systems change initiatives across multiple jurisdictions, including the implementation of community pathways in San Diego and Orange County, California, expanding access to community-based services to help prevent unnecessary child welfare involvement.

Maddy led state-level research and evaluation efforts, translating data into actionable recommendations that informed policy, improved program performance, and supported evidence-based decision-making. She also managed and facilitated cross-sector lived experience workgroups, engaging youth, parents, caregivers, community organizations, and government leaders to ensure policy development and implementation reflected the perspectives of those most impacted. She believes the strongest public policies are developed in partnership with the communities they serve.

Her work has focused on bridging research, implementation, and stakeholder engagement to help agencies navigate complex policy challenges and drive sustainable systems change. Through collaborative leadership and a commitment to evidence-informed practice, Maddy has helped advance innovative strategies that strengthen families, improve service delivery, and build more responsive public systems.

Initial Fellowship Focus: The fellow will build data and stakeholder engagement capacity to advance Vacaville’s Homeless Action Plan. The work will generate support for housing and homelessness solutions, strengthen countywide partnerships, and establish systems and routines to track outcomes and communicate impact.
