Eleanor is a Research Fellow for the Bloomberg Harvard City Leadership Initiative. Her research focuses on using data to inform decision-making, specifically around the design and rollout of policies directed at addressing cities’ complex challenges. Her research uses experimental and quasi-experimental methods to evaluate cities’ COVID-19 response regarding the national rental market, substandard housing, and community wellbeing. Outputs from the project will include journal articles, practitioner articles, teaching material, and frameworks that help translate new knowledge into actionable content for city leaders
Prior to Bloomberg Harvard City Leadership Initiative, Eleanor worked at Innovations for Poverty Action (IPA) and the International Initiative for Impact Evaluation (3ie). She holds a BA in Anthropology, a BA in Political Science, and an MA in International Economics and International Law and Organizations from Johns Hopkins School of Advanced International Studies (SAIS).
