Roberto Andrade

Roberto Andrade is a public policy professional with experience using data, technology, and cross-sector collaboration to improve local government performance and public service delivery.

Before moving to the United States, Roberto served in the government of Mexico City, where he developed data-driven tools to support decision-making in public safety, police performance management, and the city’s COVID-19 response. His work has focused on translating complex data into practical solutions that help governments better serve residents.

Roberto recently earned a Master in Public Policy from Harvard Kennedy School as a Fulbright-García Robles Scholar. During his time at Harvard, he worked on projects related to local government innovation, workforce development, and economic transformation, including research with the Bloomberg Center for Cities and the Reimagining the Economy initiative. He also completed a Bloomberg Harvard Summer Fellowship with the city of Racine, Wisconsin, where he developed analytics tools to support cross-department collaboration.

He holds a bachelor’s degree in political science and international relations from Instituto Tecnológico Autónomo de México (ITAM). Throughout his career, Roberto has been motivated by a commitment to helping governments solve everyday problems through practical implementation, thoughtful use of technology, and evidence-based policymaking.

Initial Fellowship Focus: The fellow will create a simpler, more efficient permitting process that optimizes staff time, meets customers’ needs, and accelerates housing production to reduce risk, pricing pressures, and decision timelines. This advance could potentially be used as an example for improving other City Hall processes.
