About
Seolha (“Suhl-ha”) Lee is an information scholar whose research examines how data and technology shape decision-making in cities and public governance. Drawing on qualitative methods including ethnography, interviews, and participatory design, she studies how information systems are developed, implemented, and used across public agencies, nonprofit organizations, and private technology vendors. Her research aims to understand the institutional environments and organizational dynamics that shape public-sector technology while generating practical insights for more equitable and effective public decision-making. Her work has been published in Big Data & Society, Proceedings of the ACM on Human-Computer Interaction, Nature Human Behaviour, Journal of Urbanism, and other venues.
Before pursuing academia, Seolha worked as an urban planner and data analyst in planning agencies in both the United States and South Korea. Seolha holds a Ph.D. in informatics from the University of California, Irvine, a master’s degree in urban and regional planning from the Georgia Institute of Technology, and a bachelor’s degree in civil & environmental engineering from Seoul National University.
