Shuhaela Fabya Haqim (Ela)

Shuhaela Fabya Haqim (Ela) is an MC/MPA Edward S. Mason Fellow at Harvard Kennedy School. She brings more than 15 years of consulting and strategic advisory experience across Asia Pacific and the Middle East, having begun her career at McKinsey & Company before becoming an equity partner at Deloitte Consulting Southeast Asia and later Indonesia country director at Tony Blair Institute for Global Change. Her work has focused on infrastructure finance, economic transformation, and mobilizing private capital for emerging markets.

At Harvard, Ela was part of the winning team of the 2026 Wharton Turner Impact Portfolio Challenge (TIPC) and cross-registered at Harvard Business School and Massachusetts Institute of Technology. She is the founder of CatalytiQ Capital and InfraNova-X, ventures focused on sustainable infrastructure and catalytic finance in emerging economies. She is a member of the World Economic Forum (WEF) Infrastructure Working Group and was elected to the WEF Global Shapers Community for her leadership and commitment to social impact.

Outside of work, Ela is an adrenaline seeker who loves riding the world’s fastest, tallest, and steepest roller coasters. In her free time, she enjoys exploring great food with her husband and two daughters.

Initial Fellowship Focus: The fellow will establish citywide systems and routines for capturing and displaying key performance metrics that inform decision-making across departments and communicate outcomes transparently with residents, feeding these efforts directly into the city’s three long-term plans.
